But is this just a hobby, or obsession? Every person has a tick- something wrong with them in the head. Could be anxiety, stress, or emotionally related to this. Maybe a girlfriend broke up with him, and she loved the movie "Steam Punk" and so putting together his house like this was a way to get her back?
No one is quite sane. You can find a fault in anyone's mind.
